Gentlemen:
This refers _ to the inspection conducted by Messrs. J. P. Jaudon and S. L.
McCrory of our staff, durin0 the period December 6-10, 1982, of activities
authorized by NRC Operating License DPR-46 for the Cooper Nuclear Station, and
to discussion of our findings with Mr. L. C. Lessor at the conclusion of the
inspection.
Areas examined during the inspection and our findings are documented in the
enclosed inspection report.
Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews
with personnel, and observation by the inspectors.
During this inspection it was found that certain of your activities were
in violation of NRC requirements.
Consequently, you are required to respond to
this violation, in writing, in accordance with the provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Your response should be based on the specifics contained in the Notice of
Violation enclosed with this letter.
During this inspection, it was also found that certain of your activities appeared
to deviate from a commitment made to the NRC.
This item and the reference
are identified in the enclosed Notice of Deviation.
You are requested to
respond to this deviation in writing.
Your response should be based on the
specifics contained in the Notice of Deviation enclosed with this letter.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed report.
Two new unresolved items are discussed in the enclosed report.
As a result of this inspection, a management meeting was held January 5,1982,

subject to the clearance procedures of the Of fice of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
