SIGNIFICANT CONSTRUCTION DEFICIENCY GROUT INTRudION INTO ORYAELL AIRGAP UOPE CREEK GENERATING STATION On September 20, 1982, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. W.

Lazarus, advisir" of a poten31al significant construction deficiency concerning grout seepage into the airgap between the drywell and the shield wall. On October 20, 1982, a written report was submitted to your office indicating that we expected to forward the results of our safety analysis to you by December 31, 1982. On December 27, 1902, Mr. L.

Norrholm, of your staff, in response to our telephoned request, extended tl.e reporting date to January 17, 1933.

The following information is provided i.n accordance with the requirements of 10CFR50.55(e).

1. Bechtel Power Corporation has performed an analysis of the rafety imriications of the airgap condition. The results indicate that, in the event of a Loss of Coolani Accident (LOCA), the presence of the grout in the airgap would have affected the thermal expansion capability of the drywell to the point that code allowable stresses for design loads would be exceeded. Consaquently, we consider this condition to be reportable in acco:; dance with the requirements of 10CFR50.55(e).

We are correcting this condition by removing the intruded grout.

To date, we have cleared the penetration sleeves completely and have removed approximately 20% of the intruded grout from the drywell airgap. Given the dttendant access problems, completion of grout removal is targeted for February 25, 1983.
