This refers to the inspection conducted under the Resident Inspection
Program by J. E. Cumins. T. A. Flippo, and G. L. Constable of this

office during the period November 1.1982, thmugh November 30. 1982

of activities authorized by NRC Construction Pemit CPPR-103 for the
Waterford Steam Electric Station. Unit 3. and to the discussion of
our findings with Messrs. G. Rogers. D. Lester, and other members of
your staff at various times during the inspection.
Areas examined during the inspection and our findings are docimented
in the enclosed inspection report. Within these areas. the inspection
consisted of selective examir.ation of procedures and representative
,
records, interviews with personnel, and observations by the inspectors.

Within the scope of the inspection, no violations or deviations were

identified.
In accordance with 10 CFR 2.790(a), a copy of this letter and the

enclosure will be placed in the NRC Public Document Room unless you
notify this office, by telephone, within 10 days of the date of this
letter. and submit written application to withhold information
contained therein within 30 days of the date of this 1rtter. Such
application must be consistent with the requir.ments of 2.790(b)(1).
