Dear Mr. Starostecki:
Your Inspection Report No. 50-410/82-10 dated September 13, 1982, identified three apparent violations resulting from an inspection conducted at the Nine Mile Point Unit 2 construction site.
Niagara Mohawk responded to the violations on November 2,1982.
A supplemental response is hereby provided concerning anchor bolt inspection (Nuclear Regulatory Ccmmission Item No.
82-10-05).
This supplemental response clarifies our actions.taken regarding inspection of anchor bolts installed prior to Nuclear Regulatory Commission Inspection Report No. 82-10.
All accessible Category I drilled-in anchors that were installed prior to September 13, 1982 will be torque tested. The testing of anchors installed under the Stone & Webster Engineering Corporation Quality Assurance Program will be witnessed by Stone & Webster Engineering Corporation Field Quality Control.
Testing of drilled-in anchors installed by contractors who have their own Quality Assurance Programs will be witnessed by the contractor's Field Quality Control personnel.
