APPLICATION FOR AMENDMENT TO FACILITY OPERATING LICENSE NO. NPF-3 FOR DAVIS-BESSE NUCLEAR POWER STATION UNIT NO. 1 Enclosed are forty-three (43) copies of the requested changes to the Davis-Besse Nuclear Power Station Unit No. 1 Facility Operating License No. NPF-3, together with the Safety Evalution for the requested change.

The proposed changes include Sections 4.4.5.7 and 4.4.5.8.

Changes to Davis-Besse Nuclear Power Station Uni: 1. Appendix A Technical Specifications 4.4.5.7 and 4.4.5.8.

A.

Time required to Implement. This change is to be effective upon NRC approval.

B.

Reason for Change (Facility Change Request 82-157A).

The NRC has request ed additional surveillance to insure that the stabilization is adequate to preclude internal auxiliary feed-water header movement and possible steam generator tube damage.

C.

Safety Evaluation This amendment request increases the amount of surveillance that is performed on the Steam Generator Tubes in the areas of the secured internal Auxiliary Feedwater (AFW) Headers. The safety function of the Steam Generator tubes is to form a pressure boundary to contain the reactor coolant. The license amendment increases the number of steam generator tubes to be tested.

This amendment request also provides for a visual inspection of the secured internal AFW header, the header to shroud attachment weld, and the external header thermal sleeves during the third and fourth refueling outages and during the ten-year in-service inspection. The internal AFW headers are no longer in service and, therefore, only act as a part of the steam shroud in the steam generator.

These inspections will verify the integrity of the tubes and secured internal feedwater AFW header. This insures that tubes can perform their intended safety function. Therefore, this is not an unreviewed safety question.
