Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Technical Specification Change Request No.105

Dear Mr. Denton:

Enclosed are three (3) originals and forty (40) copies of Technical Specification Change Request No.105 requesting amendment to Appendix A of Operating License No. DPR-72.

As a part of this request, the proposed replacement pages for Appendix A are enclosed.

This change will change the monthly CHANNEL FUNCTIONAL TEST on the manual portion of the Engineered Saf 3 guards (ES) system to a refueling frequency.

Approval of this Technical Specification change will also show NRC staff concurrence with Florida Power Corporation's justifications for not operating certain ES actuated equipment during the monthly Automatic Actuation Logic Test in accordance with the requirments of Regulatory Guide 1.22, Position D.4.

Finally, this letter requests deferring all testing that operates actuated equipment until Refuel IV scheduled for March,1983.

The ES system, from sensor to the logic matrix has and will continue to be tested on a monthly basis. This includes the associated relays which are considered the least reliable components in the Engineered Safeguards System. :lorida Power Corporation also intends to perform a detailed engineering review of the Eng neered Safeguards System testability.

This change request has been reviewed by our Engir.eering Department, the Nuclear General Review Committee and the Plant Review Committee and all groups concur with the position (s) taken. The information presented in the attached Tables 1 and 2 represents the subjective judgement of appropriate staff and should be viewed as preliminary to the detailed engineering study.

A licensing fee in the amount of Four Thousand Dollars ($4,000.00) and a signed copy of a Certificate of Service for Technical Specification Change Request No.105 to the Chief Executive of Citrus County, Florida, are enclosed.
