C0tiTAllflEliT PURGE A!!D VEllTIliG; GEllERIC ISSUE B-24 Our letter of Deceaber 3. -1982 sur.vnarized the status of our continuing review of the safety concerns related to purging and venting of containment while the reactor coolant system is in modes 1 through 4 (Generic item B-24). The staff has now completed two additional components of this complex review. Safety Evaluation Reports for these items are included as enclosures to this letter. is the Safety Evaluation Report relating to override of 1
the containment purge isolation signal. We find that with certain exceptions, the electrical, instrumentation, and control design aspects of the override of containment purge valve isolation and other engineered safety features signals are acceptable. For the system to be totally acceptable the following design changes are required unless the containraent purge and vent values are sealed closed when in modes 1 through 4 1.
The Safety Features Actuation Systea (SFAS) should be modified so that the overriding of one type of safety actuation signal does not cause the blocking of any other type of safety actuation signal as required by Criterion 1.

The block (override) push-buttons on the SFAS initiation panel should be provided with special physical features to facilitate adainistractive controls as required by Criterion 2.
3.
System level annunciation of the override status should be provided.
You are requested to review the Safety Evaluation Report (Enclosure 1) and our contractor's Technical Evaluation Report (Enclosure 2) for guidance should you decide to continue your efforts to qualify the 43 inch Pratt valves to penait partial opening during modes 1 through 4

This evaluation concludes that the dose contribution, resulting from venting of the containment atmosphere after an accident before the purge oc vent valves can be closed, is small and that the total consequences of such accidents would be less than the dose guidelines of 10 CFR 100.
