Subject: HRC Inspections of.Diablo Canyon Units 1 and 2
This refers to the inspections donducted by Hessrs. J. F. Burdoin and J.
Elin of this office between November 29 and December 17, 1982 of activities
authorized by NRC License No. DPR-76 and Construction Permit No. CPPR-60
and to the discussions of our findings with Hessrs. R. D. Etzler and R.
C. Thornberry, and other members of your staff on December 3 and 17,
1982.

Areas examined during these ins #tions are described in the enclosed
inspection report. Within these areas, the inspections consisted of
selective examinations of procedures and representative records, inter-
views with personnel, and observations by the inspector.
No items of noncompliance with HRC requirements were identified within
the scope of thess inspections.,
Inaccordancewith10CFR2.790(a),acopyofthisletterandtheenclosure
will be placed in the NRC Public Document Room unless you notify this
office, by telephone, within tad days of the date of this letter and
submit written application to withhold information contained therein

within thirty days of the date df this letter. Such application must be
consistentwiththerequirement(of2.790(b)(1).
