2 TECHNICAL SPECIFICATION CHANGE REQUEST NO. 114

.The. Licensee requests that the attached changed pages replace pages 3-40s, 3-40b, 3-40c and 4-Sa in the existing TMI-1 Technical Specifications as issued by Amend -

ment'78 and page 4-1 of the existing Technical Specifications.

_ REASON FOR THE CHANGE NUREG 0737 Item II.F.1.1 require the' installation of certain increased range post 1 accident monitors and the submission of appropriate Technical Specifications. On October 8, 1981, the NRC-issued a letter concerning examples and the submission of Technical Specifications.

SAFETY EVALUATION JUSTIFYING CHANGE Section 2.1.2.1 of " Report in Response to NRC Staff Recocmended Requirements for

Restart of Three Mile Island Nuclear Station Unit 1" describes the post-accident monitoring instrumentation to be installed at TMI-1. The post-accident instru-mentation consists of the following:

(1) Containment Pressure (2) Containment Water Level l

(3) Containment Hydrogen Indication (4) High Range Containment Radiation Monitor (5) High Range Effluent Monitors:

a. Containment Exhaust

b. Main Steam Lines

c. Auxiliary and Fuel Handling Building Exhaust

d. Condenser Offgas Although the above instrumentation does not actuate safety equipment, nor is it required by safety analyses, it is appropriate to provide Tech. Spec. Require-ments to assure reliable post-accident performance of the instrumentation.

These proposed Technical Specifications put in place appropriate administrative requirements for operability and surveillance.

Based upon the above, we conclude that the proposed Technical Specifications, do not involve any unreviewed safety issues with regard to the criteria of 10 CFR, Part 50, Section 50.59 (a)(2).

IMPLEMENTATION In order to complete the modifications, finalize procedures and complete a full cycle of training, an implementation time period of 45 days after 3/31/83 or restart whichever is later, is requested.

' AMENDMENT CLASSIFICATION (10 CFR 170.22)

This is a class II amendment since it is administrative in nature and a check for $1,200 will be sent under a separate cover.
