Gentlemen:

We have completed our review of your revised Duane Arnold Energy Center and

Iowa Electric Light and Power Emergency Plans dated July 1982. Enclosed is

a Safety Evaluation Report (50-331/82-17) with the NRC staff conclusions.

Our review indicated that your plan meets the planning standards of 10 CFR 50.47(b) and tha requirements of Appendix E to 10 CFR 50.

Please be reminded

that 10 CFR 50.54(q) requires that changes to your plan may be made without

Commission approval only if such changes do not' decrease the effectiveness of

the plans and the plans, as changed, continue to meet the standards of 50.47(b)

and the requirements of Appendix E to 10 CFR 50.

In all cases, you should

furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q).

Any changes to the Emergency Plan Implementing Procedures should be made

pursuant to the requirements of 10 CFR 50, Appendix E, Section V (Implementing

Procedures).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed evaluation report will be placed in the NRC's

Public Document Room.

If this report contains any information that you (or

your contractors) believe to be exempt from disclosure under 10 CFR 9.5(a)(4),

it is necessary that you (a) notify this office by telephone within ten (10)

days from the date of this letter your intention to file a request from with-

,

holding; and (b) submit within twenty-five (25) days from the date of this

'

letter a written application to this office to witnhold such information.

If

your receipt of this letter has been delayed such that less than seven (7)

i

days are available for review, please notify this office promptly so that a

new due date may be established. Consistent with Section 2.790(b)(1), any

such application must be accompanied by an affidavit executed by the owner
