On November 19, 1982 Commonwealth Edison Company notified Julian Hinds of your office of a deficiency reportable pursuant to 10 CFR 5 0. 5 5( e ) regarding inspection of structural steel connections at Braidwood Station. For your tracking purposes, this deficiency is numbered 82-10. This is an interim report. A final report will be provided by July 1,1983.

Description of Deficiency During a Site Quality Assurance review of contractors' work procedures it was determined that inadequate provisions exist to ensure bolt torque and weld inspection for structural steel installation. The provisions for performing the structural steel installation were found to be generally adequate. The deficiency involves only inspections which should have been performed by a contractor dif ferent from the installation contractor.

This deficiency is limited to Newbe rg 's installation o f block wall columns and miscellaneous structural steel in the Auxilia ry Building . A record review for accountability'of field bolt and weld inspection reports identified 753 welded connections of 2028 total and 399 bolted connections o f 825 total with missing inspection reports. Of these totals, 113 welded and 149 bolted connections are still accessible for inspection.

Analysis of Sa fety Implications Lack of independent inspection of these connections does not imply that the connections are in any way defective. The safety implications can only be established with a case-by-case analysis of the as-found conditions of individual connections.

Corrective Action Taken All of Newburg's accessible welded and bolted connections will be inspected. Bolt and weld inspection on inaccessible connections will be on a statistical basis for those connections with missing records. A statistical sampling plan has been established in accordance with Military Standard 105D for a multiple sampling method. The acceptance criteria will be based on yielding a 95% confidence /95% reliability levels. This program will verify installation using the same procedure requirements applied during initial installation.

Completion of this program and issuance of a report is scheduled for July 1, 1983.
