l EPIP 300-11 POST ACCIDENT NOBLE GAS RELEASE Revision 2 O
RATE DETERMINATION December 1982 (Primary Responsibility - Rad./ Chem. Director)
A.
PURPOSE This procedure provides a backup method for detennining the noble gas release rate for D 2/3 Chimney following a Regulatory Guide 1.3 or 1.4 Release of Fission Products.

C.
PREREQUISITES 1.
Xetex, Inc. portable high range dose instrumentation capable of reading to 1000 R/hr. This instrument will O
be used to convert dose rate infomation to a release rate and should have a power source capable of continuous readout for 7 consecutive days.
2.
Other dose rate instrumentation to monitor pathways taken by personnel to the chimney rad.-monitor area.
3.
Portable radio for communication with the Technical Support Center.
4.
Spare batteries for 7 days operation of teletector.
5.
A "P" Key.
6.
Finger ring to be obtained from the Radiation Protection office before detennining sample line dose rates.

PRECAUTIONS 1.
A Regulatory Guide 1.3 or 1.4 Release of Fission Products implies extremely high levels of radioactivity.
Dose rates may be high enough as to prohibit entry to many areas of the plant which are normally habitable.
The Radiation Protection Department should be contacted prior to entry into any area when such a release of fission products is suspected.

Wear radiation dosimetry, protective clothing and respiratory protection as recommended by the Radiation Protection Department.
3.
Once properly outfitted (dosimetry, clothing and respiratory requirements) and cleared for entry to the plant, continuously MONITOR dose rates while approaching the area of monitoring for noble gas release.
4.
Release rate infonnation should be transmitted to the Technical Support Center every 15 minutes if possible.
Attempt to locate a lower dose rate area to remain in between dose readings.
If respiratory equipment is being used; retreat to a non-airborne area before convers-ing with the Technical Support Center via radio.
5.
Concentrations of noble gases at the Chimney have been estimated at 102 C1/cc (present D-3 concentration at the air ejector) to 10 Ci/cc. Be aware that concen-trations of this magnitude result in large dose rates.
E.
LIMITATIONS AND ACTIONS 1.
This procedure should not be used unless the SPING for the l
D 2/3 Chimney is inoperable.
2.
Computations using this procedure and the attached graph are only valid if Reactor has been shut down for at least I hour.
3.
Results of dose readings of the release point should be relayed to the Technical Support Center every 15 minutes if possible.

Release rates of noble gases will be detennined from dose rates of the chimney sample line located in the t
Chimney Rad.-Monitor Room. This is an accepthble interim

Unit 2 computer point F-281 will provide chimney flow l
rate infonnation in FT8/ min.
If this infonnation source is faulty, use data provided by the Chemistry group which will be posted in the Control Room. Multiplying this value b will give the chimney flow in cc/sec (refer to Step F.5)y 472 F.
PROCEDURE 1.
A large inventory release of fission products such as postulated in Regulatory Guide 1.3 or 1.4 is likely to drive the present Chimney Radiation Monitors off scale.
O A method of quantifying radioactive releases under such O
conditions is necessary.

When such a release is suspected, immediately prepare items in Section C for monitoring the chimney sample line.
3.
Contact Radiation Protection Department for recommendations as to dosimetry, clothing and respiratory requirements to proceed to the chimney rad.-monitor area. MONITOR dose rates while proceeding to the area.
NOTE Consider alternate paths to the chimney rad.-monitor area to help conserve dose.
4.
MONITOR dose rate from the sample line by inserting the end of the teletector into the lead cave adjacent to the sample line. The probe end should be 12 inches from the sample line but still surrounded by lead shiel ding. As soon as the dose rate is taken, move to a lower dose area.
If respiratory equipment is being used, retreat to a non-airborne area before conversing with the Control Room or Technical Support Center via radio. Repeat dose rate measurement every 15 minutes if possible and relay this infonnation to the Technical Support Center. Detennine from Radiation

The attached curve is the relationship between mR/hr and l
uCi/sec. This relationship varies with time, the x-axis being the time after an accident and the y-axis gives l
the needed conversion factor. Convert each dose rate to j
