SACRAMENTO MUNICIPAL UTILITY DISTRICT O 6201 s street, Box 15830, sacramento, Califomia 95813; (916) 452-3211 November 24, 1982 DIRECTOR OF NUCLEAR REACTOR REGULATION ATTENTION JOHN F STOLZ CHIEF OPERATING REACTORS BRANCH 4 U S NUCLEAR REGULATORY COMMISSION WASHINGTON D C 20555 DOCKET 50-312 RANCHO SEC0 NUCLEAR GENERATING STATION UNIT N0 1 NUREG 0737 ACTION PLAN ITEM II.K.3.30 In response to NUREG-0737, Action Plan Item II.K.3.30, SMUD hereby dockets by reference two documents submitted by letter dated November 1,1982, from J. H. Taylor (Babcock and Wilcox) to J. S. Berggren (NRC). The first document, entitled "B&W's Small Break LOCA ECCS Evaluation Model", BAW-10154P, November 1982, provided a description of the review of Small Break LOCA model conducted as agreed to in our November 18, 1980 and March 26, 1981 letters. Throughout this investigation, several meetings were held between the NRC Staff and the B&W Owners Group to provide periodic status of the efforts and to provide advance copies of B&W documents as specific tasks were completed. The principle purpose of these meetings was to maintain the Staff awareness of the status of this program so as to facilitate approval following submittal of the final document.
The second document is entitled " CRAFT-2 Fortran Program for Digital Simulation of Multinode Reactor Plant during Loss of Coolant", BAW-10092P, Revision 3, November 1982.
With this submittal, SMUD considers that the requirements of Action Plan Item II.K.3.30 have been adequately addressed. Our August 12 and September 10, 1982 letters, have previously presented the District's position regarding integral system testing.
