PALISADES NUCLEAR PLANT Proc No EI-4.2 EMERGENCY IMPLEMENTATION PROCEDURE Revision 3 Page 1 of 3 TITLE: OPERATIONAL SUPPORT CENTER ACTIVATION 1.0 PERSONNEL RESPONSIBILITY The Operational Support Center Assembly Area Leader (lunchroom) or alternate as designated by the Site Emergency Director (SED) shall implement this procedure. -
2.0 PURPOSE To provide an Operational Support Center (OSC) which will adequately support the Technical Support Center (TSC) in an emergency.
3.0 INITIAL CONDITIONS AND/OR REQUIREMENTS Th.e OSC shall be activated at the Alert or higher emergency classification. The OSC may be activated before this time at the option of the SED.
4.0 PROCEDURE 4.1 FACILITY DESCRIPTION The OSC consists of the following areas:
- a. Area 1, Lunchroom. This area provides OSC command and control and Chemistry / Health Physics support.
- b. Area 2, Main Locker Room. This area provides a manpower reserve.
Attachment 1 provides a floor plan of the OSC.
4.2 ACTIVATION Upon sounding of the emergency siren, or at the direction of the SED, personnel assigned to the OSC shall proceed to their assembly area and report to their Assembly Area Leader. Personnel accountability shall be performed per EI-12.
4.3 ORGANIZATION OSC organization is detailed in Attachment 2.
4.3.1 OSC Director The senior member of the Radiation Safety Department reporting to the OSC shall function as the OSC Director. The OSC Director shall report to the Chemistry / Health Physics desk leader in the Technical Support Center. In the absence of a Chemistry / Health Physics desk leader, the OSC Director shall report to the SED.

- g. Carry out other functions as directed by the OSC Director.
4.3.4 Chemistry Supervisor The OSC Director shall be assisted by a Chemistry Supervisor. The Chemistry Supervisor shall:
- a. Supervise Chemistry personnel in the OSC.
- b. Organize and control the post accident sampling team. Refer to ,
. EI-7.
i c. Organize and control onsite counting facilities. The Chemistry l Supervisor shall interface with the Radiation Protection i Supervisor in order to prioritize sample counting.
- d. Carry out other functions as directed by the OSC Director.
4.4 EQUIPMENT l OSC Emergency Equipment shall be as described in EI-16.1.
4.5 EVACUATION If airborne contamination levels warrant or radiation levels exceed -

100 mr/hr, the OSC shall relocate to the second floor of the Feedwater i
Purity Building. Evacuation shall be performed with the concurrence l of the SED unless the delay caused by waiting for concurrence would endanger OSC personnel. The evacuation should be announced over the public address system. If the Feedwater Purity Building is not habitable the SED shall designate an alternate OSC location.
