BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - QA TEST DOCUMENTATION ON RADIATION MONITORING EQUIPMENT BY GENERAL ATOMIC COMPANY - BLRD-50-438/82-62, BLRD-50-439/82 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector F. Cantrell on August 24, 1982 in ficcordance with 10 CFR 50.55(e) as Audit 82V-29, Deficiencies 3 and 4.

BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 QA TEST DOCUMENTATION ON RADIATION MONITORING EQUIPMENT BY GENERAL ATOMIC COMP ANY AUDIT 82V-29, DEFICIENCIES 3 AND 4 BLR6!50-438/82-62, BLRD-60-439/C? 1, 10 CFR 50.55(e)

SECOND INTERIM REPORT Description of Deficiencies General Atomic Company, San Diego, California, supplies radiation monitoring equipment for TVA nuclear plants. During the TVA audit of General Atomic Company, the following deficiencies wer2 noted in the implementation of their previously accepted QA program for TVA contracts:

Deficiency 3 - Contrary to section 11, paragraph 5 3, of General Atomic's QA manual, a test operator did not completely record the test results for a radiation monitor already shipped to Bellefonte.

Deficiency 4 - Contrary to ANSI N45.2, section 18, which requires results of inspections to be identifiable and retrievable from records storage, QA records from General Atomic's Cimex facility do not provide for the required identification and retrievability of inspection results.

Interim Progress TVA is still in the process of evaluating the subject deficiencies. A response from General Atomic on this audit has not yet been received. Upon receipt of the response, TVA will determine if General Atomic's corrective action is adequate or if additional action will be necessary.
