Gentlemen:

This refers to the routine inspection conducted by Messrs. L. Wilborn, H. D.

Chaney, W. L. Holley, and E. H. Johnson of this office during Jure 21-25,

1982, and September 13-17, 1982, of the activities authorized by NRC Opera-

ting Licenses DPR-51 and NPF-6, and to the discussion of our findings held

with members of your staff at the conclusion of the inspection on June 25,

1982, and September 17, 1982.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews

with personnel, and observations by the inspectors.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

During this inspection, it was also found that certain of your activities

appeared to deviate from comitment made to the NRC.

This item and reference

is identified in the enclosed Notice of Deviation.

You are requested to

respond to this deviation in writing. Your response should be based on the

specifics contained in the Notice of Deviation enclosed with this letter.

The NRC is concerned over the lack of sufficient management attention provided

to Arkansas Nuclear Station activities involving the preparation, packaging,

and transport of radioactive materials, especially in the following areas:

1.

Lack of detailed station procedures covering all aspects of radioactive

material packaging and transportation. ',

The development and implementation of an approved training and retraining

program for personnel involved in the station's radioactive material

transportation activities.

3.

Adequate management and quality assurance control over the Radwaste

Coordinator activities to ensure applicable NRC and D0T regulations are

met.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room unless you notify this office,

by telephone, within 10 days of the date of this letter and submit written

application to withhold information contained therein within 30 days of_the date

of this letter.

Such application must be consistent with the requirements of

2.790(b)(1).

The responses directed by this letter and accompanying Notice are not subject

to the clearance procedures of the Office'of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.

Should you have any questions concerning this letter, we will be pleased to

discuss them with you.
