AMENDMENT APPLICATION DATED OCTOBER 21, 1982 I.
Background
. By letter dated October 21, 1982, Union Electric Company requested authorization to change the responsibility for the Health Physics 1
Program at the Callaway Nuclear Plant, Unit-1, from the Assistant.
Superintendent, Engineering-Radiation-Chemical to the Superintendent, Health Physics.
When Materials License No.- SNM-1901 was issued on October 4,1982, the maximum U-235 enrichment of the uranium in the fission chambers and counters was incorrectly specified as 90 w/o.. The review of the amendment application cf October 21, 1982, will also include the correction of the uranium enrichment in the fission chambers and counters.

Discussion 1
The Assistant Superintendent, Engineering-Radiation-Chemical, who was responsible for.the Health Physics Program, reported directly to the Plant Superintendent. Under the reorganization, the_
Superintendent, Health Physics, will be responsible for the Health Physics Program. The latter reports directly to the Assistant Manager-Technical Services who reports to the Manager, Callaway Plant. The Superintendent, Health Physics, has the same minimum technical qualifications and the same radiation safety responsibilities as the Assistant Superintendent Engineering-Radiation-Chemical had.-
l Therefore, authorizing the requested change in responsibility for i
the Health Physics Program will not affect the radiological safety, nuclear safety, or other parameters on which the issuance of tt:e 1
license was based.
The fission chambers and counters. in the form of U4' or U 0, were 38 incorrectly specified as having a maximum U-235 enrithment of 90 w/o in the license dated October 4, 1982 Changing the authorized enrichment limit of the 4 grams of U-235 in the chambers and counters to any enrichment will not have any significant effect on the radiolog-ical safety, nuclear safety, or other parameters on which the issuance i
of the license was based.

IV. Recommendations On the basis of the above, the staff reconnends the requested authorization for a change in responsibility for the liealth Physics Program and a change in the authorized enrichment limit of the fission chambers and counters.
