Dear Mr. Stolz:

In our letter to you dated October 22, 1982, Florida Power Corporation (FPC) outlined plans for operation of the Once Through Steam Generator (OTSG) blowdown lines until Refuel V. In response to your telephone request, this letter provides further clarification of the procedures which have been implemented to assure safe operation of these blowdown lines.

Operating Procedure OP-202, Plant Heatup, has been modified to include a reminder to the plant operator that OTSG blowdown line isolation valves must be closed within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after reaching 15% RATED THERMAL POWER. Operating Procedure OP-204, Power Operation, has been modified to require that these valves be closed within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after reaching 15% RATED THERMAL POWER. Appropriate Valve Check Lists have been included in the procedure to provide documented evidence of valve closure.

Additionally, OP-209, Plant Cooldown, has been modified to allow (but not require) reopening of the valves when the average coolant temperature has been brought below 3000F to assist the plant in continuing cooldown before transferring to the decay heat remeval system mode of operation. Crystal River Unit 3 goes below 3000F when it is going to COLD SHUTDOWN (< 2000F); therefore, the time spent in this configuration is very short.
