Systematic Assessment of Licensee Performance (SALP) Board Reports

for Your Hatch and Vogtle Plants

The NRC SALP Board met on September 11, 1981 to evaluate the performance of the

subject facilities for the period July 1,1980 through June 30, 1981.

The

results of this meeting are documented in the enclosed SALP Board Report. This

evaluation was discussed with you at your offices in Atlanta on October 14, 1981.

As you are aware, the NRC has changed the policy for the conduct of the SALP

program based on our experiences during the previous SALP review process and the

continued regionalization of the NRC staff.

These policy changes were made

following the publication of the first SALP Report.

The review of the SALP

program resulted in process and methodology changes and caused a substantial

delay in the issuance of this report.

Revisions to the SALP process have been completed.

Future SALP evaluations and

issuance of annual reports will be forthcoming on a timely basis.

This report

is the product of the revised policy.

It was prepared in the transition period

between the old and the new SALP programs and accordingly is different from the

previous SALP Report and will be different from future SALP Reports.

The performance of your Hatch facility was evaluated in the following functional

plant ' operations; refueling operations; maintenance; surveillance and

areas:

inservice testing; personnel, training and plant procedures; fire protection and

housekeeping; design changes and modifications; radiation protection, radioactive

waste management and transportation; environmental protection; security and

safeguards; audits, reviews, and committee activities; administrative, QA, and

. records; and corrective actions and reporting.

The performance of your Vogtle facility was evaluated in the following functional

areas:

containment structure; piping and hangers; safety-related components;

corrective actions and reporting; and procurement.

The SALP Board evaluation process consists of categorizing performance in each

functional area.

The categories which we have used to evaluate the performance

of your facilities are defined in section II of the enclosed SALP Board report.

of this letter.

As you are aware, this report was delayed for the reasons

identified above.

safety programs.

Comments which you may submit at your, option, are not subject to the clearance

procedures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511.
