APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed changes to the James A. FitzPatrick Technical Specifications seek to clarify surveillance requirements for the High Pressure Water Fire Protection System in Section 4.12.A.1 on pages 244a and 244b.
One change makes the terminology in this Section consistent with that used throughout Appendix A.
The other change deletes references to an operating sequence, which has erroneous implications about the system's design.
The proposed changes to the Technical Specifications are Attachment I to this application.
The Safety Evaluation for this change is included as Attachment II.
