SUBJECT:

DIESEL-GENERATOR LOCK 0UT By letter dated Septenber 2,1977 we requested that you review the alann and control circuitry for the diesel-generators at Davis-Besse, and provide us with infonnation concerning conditions that may render the diesel-generators incapable of automatic starting. We also requested infonnation regarding control mon annunciation of these and other diesel-generator status or tmuble conditions. Your letter of October 27, 1977 responded to our request.

Our letter of March 6,1979 presented three staff positions that were developed as a result of our review of your October 27,1977 (No. 395) response. You were requested to pmvide a statement that the diesel-generator system either meets or will meet the staff pesitions, or provide justification for an alternate resolution of the issue.

Your response, dated May 30,1979 (No. 514) indicates that Davis-Besse Unit 1 is in total compliance with Position 1 of our March 6,1979 letter and that nodifications will be made to the alarm circuitry to meet Positions 2 and 3.

Specifically, the annunciator window alanning the condition that the safety shutdown lockout relay is not reset is to be reworded to read "EMERG DG LOCK 0UT OR TRBL TRIP". A signal is also to be added to this annunciator to alann when the voltage regu-lator control switch is not in the " automatic" position.

Your May 30, 1979 letter states that diesel-generator starting during maintenance is prevented by closing manual valves in the air and fuel supply. Please confirm that these valves are included in the locked valve pmcedure and are entered into the locked valve log when they are in the closed position.
