D. B. Vassallo, Assistant Director for Light Water Reactors, Division of Project Management, NRR SU3 JECT-50ARD NOTIFICATION - REACTCR INSFECTOR CCNCERNS REGARDING B&W PLANTS (SN-79-10)
The enclosed memorandum frem I&E provides information originated by a Reactor Ins;:ector as 2 card Notification material. Although I&E con-ciuded that the infor~ation was not relevant and material the originator still believes that Scards shculd be informed.
Since we have not yet received I&E's written discussion and evaluation of these matters we have not reviewed the material in any detail.
Re-gardless, hcwever, in accordance with established procedures the infor-mation should be provided to ap::repriate 3 cards based on the originator's concerns.
The originator recomrends that the : avis Besse 2 & 3' and Midland 1 & 2 Scards te infor ed.
In neither case is the SER Supple.*ent issued but we have no objection to providing the information.
In addition, since the concerns appear to apply to S&W plants, we recommend that you also provide the infor~ation to the Erie, Greene County, Pebble Springs and TMI-2 Scards.
When we receive the ISE written evaluations we will review them to determine whether additional review should be provided by DSS.
In any event, we will folicw this uo witn additional infornation for the Boards in the near future.

Encicsed are six items sent in by Regicn III for foraarding t: sitting Licensing Scards for cases involving Sacccck and '.lilcox as the Nuclear Steam System Supplier. Cur preliminary evaiuaticn indicates the e items do not a ; ear to be new issues or to put a di f ferent light en the is:ues and therefore, in our opinien, do not meet the intended critaria for Scard notification.
The originator was infor ed, via teie:hene, of tnis deteminaticn en Fec ruary 27, 1979. His positien was that our evaluaticn did not crevice any infomaticn that he did not alraady have and his concern was wr.etner or not these items had been considered and resolved on a generic basis for all 31W plants. 3ecause of tais he still believed the items srculd be sent to the Licensing Scards.
IE Manual Cha;ter 1520 requires that if, af ter a negative deter.inaticn, tne originator continues to believe that the infor aticn snculd be submitted to the 3 card (s), the infor ation aill be ru:mitted. We therefare recues th e encicsed ite :s be sent to the ap:ropriate Licensing Scards.
