Appendix A NOTICE OF VIOLATION Wisconsin Public Service Corporation Docket No. 50-305 As a result of the inspection during the period of July 1 through August 31, 1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violation was identified:
Facility Operating License No. DPR-43, Amendment 23, Fire Protection Safety Evaluation Report states, in part, " Procedures are being developed or changed to incorporate controls over combustible materials..." Administrative Control Directive (ACD) 14.3, " Combustible Materials Control," states, in part, "Only pressure treated wood impregnated with fire retardant chemicals should be used in the vital area...
Non-treated wood may be used for temporary scaffolding or structures provided the Fire Marshall or designated alternate, reviews each situation in which the wood is used and evaluates the circumstances."
ACD 14.3 also states, " Smoking is not allowed in any safety related area..."
Contrary to the above:
a.
The inspector observed, on August 16, 1982, that one section of non-treated plywood scaffolding was being used in the relay room which is a vital area. This situation had not been reviewed and evaluated by the Fire Marshall or designated alternate.
b.
The inspector observed indications that cigarette smoking had occurred in the area.
This is a Severity Level V violation (Supplement I).
The inspection showed that action had been taken to correct the identified item of noncompliance and to prevent recurrence. Consequently, no reply to this item of noncompliance is required and we have no further questions regarding this matter.
