Northern States Power Company Docket No. 50-306 Prairie Island Unit 2 License No. DPR-60 j

During an NRC inspection conducted on July 19 through 30, 1993, one violation of NRC requirements was identified.

In accordance with the " General Statement

.l of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

Technical Specification 3.7.B.6 states that, "one 4 kV safeguards bus (and its associated 480 V buses including associated safeguards motor l

control centers) or one 180 V safeguards bus including associated safeguards motor control centers may be inoperable or not fully energized for 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> providec the redundant 4 kV safeguards bus and its i

associated 480 V safeguards buses are verified OPERABLE and the diesel i

generator and safeguards equipment associated with the redundant train j

are OPERABLE." Technical Specification 3.7.B.1 states, in part, that, 3;-

"one diesel generator may ba inoperable for 7 days provided... (b) all

engineered safety features equipment associated with the operable diesel generator is OPERABLE.

i Contrary to the above, on July 19, 1993, both trains of the D5/D6 i

building HVAC system, a necessary attendant system required for operability of the Unit 2, 4 kV and 480 V safeguards buses and emergency diesel generators, were secured for approximately 15% hours, and the j

a respective T7thnical Specification limiting conditions for operation were not applied and followed.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Northern States Power Company is hereby required to submit a written statement or explanation to the U.S.

Nuclear Regulatory Commission. ATTN: Document Control Desk, Washington, D.C.

20555 with a copy to the Regional Acministrator, Region III. and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for the violation (1) the reason for the violation, or, if contested, tne basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

If an adequate reply is not -

received within the time specified in this Notice, an order or a Demand for 1

Information may be issued to show cause why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
