Dear Mr. Gordon:

Enclosed please find a revised copy of ARECO's Quality Assurance program to De implemented during radioactive material (sealed source) transfers which we anticipate in the next year or two.

We have been directed by NRC Region II in Atlanta to surrender our Cesium-137 WESF capsules for return to the site from which we received them in Richland, Washington.

I wish to emphasize that this recall is not related in any way to any improprieties on the part of our company but rather the result of a decision to recall all WESF capsulas because of an incident at another company's irradiator which used the same type of sealed source.

As a consequence, we will be replacing the Cesium-137 source material with Cobalt-60 purchased from Nordion International Inc. (formerly a branch of the Atomic Energy of Canada Ltd.).

At this time dates of material transfer and the shipping casks to be employed are not set.

As a consequence, I can only refer to the casks in a non-specific manner.

When I ascertain the exact cask modelr I shall supply the necessary drawings and documentation to your office.

I thought it best to present - our plan now without detailed package information in case our program approval expired before such information was available.

Enclosed also find a check' for' $180 as payment of the application fee for our renewal request for our Quality Assurance Program.

The progrcm is as specific as present circumstances allow, and I i
