Dear Mr. Boehne:
l This refers to the special inspection effort conducted by Messrs.
l W. S. Little, J.
S. Creswell and G. A. Phillip of this office on l
February 25 and March 17 and 18, 1977, regarding the circumstances surrounding the three short reactor periods experienced during a reactor startup at tbc Monticello Nuclear Plant on February 23, 1977.
This also refers to the discussion of our inspection find-ings which I held with Mr. L. J. Wachter, Vice President - Power Production and System Operation, on April 12, 1977.
Based on the results of this inspection it appears that one of your activities was not conducted in full compliance with the requirements of your Senior Operator License No. SOP-2076-1 as j

set forth in the Notice of Violation, enclosed herewith as i
Appendix A.
This item of noncompliance has been categorized into the levels as described in the attached enclosure dated December 31, 1974.
This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Section 2.201 requires you to sub-mit to this office within twenty (20) days of your receipt of this notice, a written statement in reply including admission or denial of the item of noncompliance and if admitted, the reasons for the item of noncompliance.
Enforcement action is also being taken against your employer, Northern Statec Power Company.
Copics of the correspondence relating to this action are available in the Public Document Room. Copies are also enclosed for your information.
