Operating Procedure C.1, Startup, in Part B, I
Step 3, and referenced Part A, Section 2. Step 4.c, requires that you "ohserve the period meter and govern control rod withdrawal to i

avoid a reactor period shorter than 30 seconds."

l-Contrary to the above, on February 23, 1977, following the receipt l
of a thort reactor period, you directed and supervised withdrawal i.
of the same control 20d that resulted in the short period over the same notch positions.
After again receiving an indicated fast period, you again directed and supervised withdrawal of a symmetric c ontrol rod, knowing that the reactor response should be similar.
This action resulted in another f ast period and subsequent reactor scram.
