5 ENCLOSURE 2 MEETING
SUMMARY
The Deputy Regional Administrator opened the meeting (DBR) Project.
by expressing NRC's interest in the Brunswick Design Basis Reconstitution CP&L then began their presentation, indicating that the Brunswick DBR Project will not only result in a systematic approach to finding / correcting potential design.
deficiencies, but provide a single-source for design basis information; thereby improving efficiency and quality of design changes and providing the ability for timely response to Operations' requests.
It was further stated that design basis information would be collected for approximately 67 systems, but design basis documents (DBD) would only be prepared for those 27 systems required for safe shutdown or accident mitigation. Also, 12 generic DBDs are to be prepared to capture such items as Appendix R, Station Black Out, etc....In addition, CP&L indicated that the electrical distribution system has been captured as a separate entity under the DBR effort and will specifically include calculation reconstitution.
CP&L projected the completion of the initial DBR effort to be in 1993, with subsequent updates being planned to keep the DBDs current.
As presented, the CP&L definition of a system design basis consists of the functional and regulatory requirements the system design must meet and the the codes / standards of record that restrain / bound its design.
Subsequent to the approval'of each system DBD, CP&L indicated that a validation will be performed of the-system's critical design basis parameters.
The validation process is to
. include a review (as necessary) of system calculations / analyses of record, system descriptive design documents, operational procedures, and. field supplied data.
When questioned, CP&L indicated that the DBR would extend to the component level if said component was a key element to the associated systems's performance; otherwise validation would go no further than the system level.
-Following a discussion of the DBR Project's discrepancy resolution process and CP&L's' intentions to maintain contractor oversight, it was mutually agreeded that a progress meeting 'would be tentatively scheduled in the -third quarter of 1991.
The Deputy Regional Administrator closed the meeting by stating he appreciated the presentation, and that NRC would continue to follow CP&L's progressa
