REPORT NOS. 50-259/83-18, 50-260/83-18 AND 50-296/83-18

Thank you for 'your letter of August 17, 1983, informing us of steps you have

taken to correct the violations concerning activities under NRC Operating License

Nos. DPR-33, DPR-52 and DPR-68 brought to your attention in our letter of

July 13, 1983. With regard to Item E in Appendix A, the information provided did

not support a finding that the Senior Reactor Operators (SR0s) assigned to the

refueling floor were in fact in direct charge of the refueling operation.

Insufficient information was provided to justify a change in our finding. One of

the prime purposes of the requirement to have an SR0 in direct charge is to

protect the health and safety of the public by ensuring meticulous compliance

with procedures and instructions.

As indicated by the other violations identi-

fied, we do not believe the assigned SR0s were discharging their responsiblity.

As discussed between Mr. J. A. Domer of your staff and Mr. F. S. Cantrell of this

office, on August 30, 1983, we plan to review your corrective action at Browns

Ferry during the weeks of September 5 and 12,1983.

In order.to meet your

refueling schedules for both Units 1 and 3, we will provide you prompt informa-

tion on the acceptability of your corrective action.
