Gentlemen:

SUBJECT: REPORT N0. 50-302/83-10

This refers to the rcutine safety inspection conducted by Mr. T. Stetka of this

office on March 29 - April 15,1983, of activities authorized by NRC License

No. DPR-72 for the Crystal River 3 facility. Our preliminary findings were

discussed with Mr. E. M. Howard and other members of your staff at the conclusion

of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and cbservations by the inspector.

During the inspection, it was found that certain activities under your license

appear to violate NRC requirements. These items and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as

Appendix A.

Elements to be included in your response are delineated in

Appendix A.

With respect to Violation A.1, you should consider submitting a change to the

Crystal River Technical Specifications that would permit intermittent operation

of certain values under administrative controls as described in the B&W Standard

Technical Specifications.

Such a change would permit opening of selected values

under controlled conditions.

We have examined actions you have taken with regard to previously identified

enforcement matters. These are discussed in the enclosed inspection report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC's Public Document Room unless you notify this office,

by telephone, within ten days of the date of this letter and submit written

application to withhold information contained theirin within thirty days of the

date of this letter. Such application must be consistent with the requirements

of2.790(b)(1).

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
