This refers to the routine, safety inspection conducted by Mr. S. Hudson of
this office on June 7-24 and July 5,1983 at Nine Mile Point, Unit 1, Scriba,
New York of activities authorized by NRC License No. DPR-63 and to the dis-
cussions of our findings held by Mr. S. Hudson with Mr. T. Roman of your staff
<at the conclusion of the inspection. This also refers to the Enforcement

Conference held in the Region I office on August 10, 1983.
Areas examined during this inspection are described in the NRC Region I In-
i*.
spection Report which is enclosed with this letter. Within these areas, the
.
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector. The
areas discussed at the Enforcement Conference are described in the Enforcement
Conference Report, which is also enclosed.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements. This violation and
the two other violations described to you in ' Inspection Report No. 50-220/83-16,
and discussed with your representatives, in an Enforcement Conference in our
office on August 10, 1983,. are being considered for appropriate enforcement

action and will be forwarded separately.

In accordance with 10 CFR 2.790(a), a copy \\of this letter and the enclosures
will be placed in the NRC Public Document Room unless you notify this office,
by telephone, within ten days of the date /of this letter and submit written
application to withhold information contained therein within thirty days of
the date of this letter. Such application must be coqststent with the require-

ments of 2.790(b)(1). The telephone notification of your intent to request
