Will refueling or resu=ption of operation thereafter require a technical specification change or other license amendment?

Yes If yes, explain. Resu=ption of operation after the present refueling outage is dependent upon two Technical Specification change requests.

  • The first is approval of MAPLHGR limits for reload H-3 fuel.

The second concerns reactor. start-up with low neutron source strength.

If no, has the reload fuel design and core configuration been reviewed by Plant Safety Review Co==ittee to deter =ine whether any unreviewed safety questions are associated with the core reload (Ref.10CFR,Sec.50 59)?

If no review has taken place, when is it scheduled?

5 Scheduled date(s) for submittal of proposed licensing action and supperting information:

The request for approval of MAPLHGR limits for the H-3 reload was submitted on April 20 and April 22, 1983 The request to allow start-up with low neutron source strength was submitted May 27, 1983 6.

I=portant licensing considerations associated with refueling, e.g., new or different fuel design or supplier, unreviewed design or performance ana-lysis methods, significant changes in fuel design, new operating procedures:

The reactor must remain in cold shutdown when the spent fuel pool contains more than 132 spent fuel assemblies (reference NRC memorandum of May 16, 1983). Hence, start-up with new fuel.is presently prohibited.
