J. M. Farley Nuclear Plant NRC Inspection Of 5/16 - 6/10, 1983 RE:

Report Numbers 50-348/83-17 50-364/83-15

Dear Mr. Verrelli:

This letter refers to the violation cited in the subject inspection reports which states:

"As a result of the inspection conducted on May 16 - June 10,1983, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violation was identified.

Technical Specification 6.8 requires in part, that ' written procedures shall be established, implemented and maintained.'

Contrary to the above on May 19, 1983, while repair work was in progress on Unit 2 turbine driven auxiliary feedwater pump steam stop valve (HV-3226), control air (instrument ai r) lines which had been disconnected from the valve and controller were not protected as requi red by FNP-0-AP-44.0, ' Cleanliness of Fluid Systems and Associated Components. '"

Admission or Denial The above violation occurred as described in the subject report.

' Reason for Violation

' This violation was due to a combination of personnel error and procedural inadequacy.-

The I

& C personnel failed to ' cap the disconnected air line because FNP-0-AP-44 (Cleanliness of Fluid Systems and Associated Components) did not explicitly list instrument air as a system requiring Class-B cleanliness.

Corrective Action Taken and Results Achieved I & C personnel have been instructed to cover open instrument air

' lines if they are to be left unattended and to continue the practice of blowing down the lines prior to reconnection.

In addition, FNP-0-AP-44 will be revised to add instrument air to the list of systems requiring Class B cleanliness.

Corrective Steps Taken to Avoid Further Violations See above.

All corrective action is scheduled to be completed by August 5, 1983.

Date of Full Compliance May 19, 1983.
