Dear Dr. Murley:

In accordance with Penetration Fire Barriers Technical Specification 3.13.C.2, the following 30 day report, regarding non-functional penetration fire barriers which were not restored to functional status within seven days, is being submitted on behalf of Consolidated Edison.

As a result of surveillance tests conducted on June 22 and 24 and July 11, 1983, the penetration fire barriers between the Cable Spreading Room and 480v Switchgear Room, the PAB and Electrical Tunnel, and the Control Room and Cable Spreading Room were determined to be non-functional due to voids and cracks present in the Flamemastic coating of the barriers. In accordance with Technical Specification requirements, a compensatory hourly fire watch patrol is being conducted.

The degradation of Flamemastic with time is considered to be the cause of the non-functional status of the penetration fire barriers. An evaluation of the feasibility of replacing / repairing the existing barriers with an alternative material is in progress. Upon completion of the evaluation and issue of an engineering procedure to address requirements for the repair or replacement of the existing installation the penetration fire barriers will be returned to functional status. This engineering procedure will be issued by September 1, 1983.
