NOTICE OF VIOLATION-Duquesne O ght Company.
. Docket No. 50-412 e
. Beaver Valley. Power Station,{ Unit-2 License No. CPPR-105 As a result of the inspection conducted on June 27.- July 1, 1983, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:
10 CFR 50,~Appen'ix B,' Criterion XV requires that measures for control of d
nonconforming materials or components shall include procedures for their identification, documentation and disposition and shall be conducted in accordance with'those' procedures.
The Beaver Valley Unit 2 PSAR, Section 17.1.1A states that the quality assurance. program will conform to 10 CFR 50, Appendix B.
Schneider Power Corporation Nuclear Site Quality Assurance Manual, Section 16.0, Rev.-3 requires that inspection personnel shall_ prepare a Noncon-t

formance a'nd Disposition.(N&D) Report for nonconforming items, shall.

at_ tach a numbered'" hold tag" to the' item, record the " hold tag" number.on i
the Master: Tag Log,-reference the number on.the N&D report and destroy the tag _when the N&D report is-closed.

Contrary to~the above, on June 29, 1983, the, inspector observed'that an unnumbered hold tag had be'en attached to pipe spool SIS-69-4A, had been 1
recorded on the N&D report as " temporary" and had not been-removed and i
de'stroyed'when the N&D report was closed.

Pursuant to the provisions of 10 CFR 2.201, Duquesne Light Company is hereby required to. submit to this office within thirty days of the date of the letter
- which transmitted thi.s Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been.taken and the results achieved; (2) corrective ~ steps which will be taken to avoid.further violations;
-and (3)_the date when full compliance will be achieved. Where good cause is
-shown, consideration will'be given to extending this response time.
