Dear Sir:
In accordance with Section 6.7.2.A of the Technical Specifications for Cooper Nuclear Station, this letter confirms today's telephone conversation with your Mr. D. M. Hunnicutt concerning an abnormal degradation in the reactor coolant pressure boundary. On July 10, 1983, during removal of weld crowns by grind-ing to allow for UI inspection for IGSCC on the ten inch Core Spray Loop A, two circumferential thru-wall leaks were visually discovered in, or near, welds CSA-BJ-5 and CSA-BJ-6.
A specific course of action for evaluating and correcting this situation is presently being formulated. A written follow-up report will be submitted within two weeks and will provide a complete explana-tion of the circumstances surrounding the event.
