Participation in the Nuclear Regulatory Commission Environmental Review of liillstone fluclear Power Station, Unit 3 flortheast Nuclear Energy Company has applied for an operating license for tii11 stone lluclear Power Station, Unit 3 now under construction in the town of Waterford in New London County, Connecticut.

On July 20 and 21,1983 the lluclear Regulatory Comission staff will visit tii11 stone as part of the review process for preparing the environmental impact statement related to operation of tiillstone 3.

It is important that all relevant environmental interests are given proper consideration during this review. To support that objective, representatives of your office are invited to attend this visit and provide input to the staff that identifies any specific items of environnental interest that should be included in the review.

The Nuclear Regulatory Commission staff plans to tour the site on the first day of the visit in order to observe conditions where 11111 stone 3 and related structures interface with the surrounding environment. During the morning of the second day, there will be a meeting with the applicant in order to discuss items of interest that were developed during the t1111 stone 3 Environmental Report acceptance review and tour the preceding day.

An invitation similar to this one is also being forwarded to several other state and federal agencies.

If you plan to attend the visit, the Hillstone 3 Licensing Project Manager, Ms. Elizabeth L. Doolittle (301)492-4911 should receive notice of your plans not later than July 14, 1983. As an alternative to the site visit, arrange-nents can be nade for fluclear Regulatory Comission staff members to neet with you in your offices.

In a separate, related natter, the fluclear Regulatory Comission staff plans to have an open meeting with 'he public on the evening of July 21, 1983.

The purpose of this meeting is to provide a forua for any members of the general public to have direct access to the staff to identify environmental areas of concern. The meeting will be held in the Public Meeting Room of the Waterford Complex,1000 Hartford Road, Rte. 85 Waterford, Connecticut from 7:00 pm till 10:00 pm.

Millstone 3 Environmental Review Site Visit

~ Agenda July 20, 1933 (8:30 am 4:00 pm)

A site tour will be made with the applicant and representatives.

All NRC review groups will tour the plant site.

Individual review groups have expressed interest in having specific areas highlighted during the tour as follows:

Environment?.1 and Hydrologic Engineering Branch Terrest.-ial Resources 1.

Plant associated transmission right-of-way.

Aouatic Resources 1.

Circulating and Service Water Systems Intake Features on Niantic Bay, 2.

Discharges into Quarry, 3.

Quarry cut, 4.

Two-Tree Island Channel, and 5.

Aquatic Sample Collection Locations (Black Point, Jordan Cove).

Radiological Assessment Branch 1.

General land use in the area within three to five miles of the Millstone site with applicant Health Physics representative responsible for environmental matters.

Accident Evaluation Branch 1.

Structures in the plant important to mitigating: severe accidents such as the cortainment pressure reduction and fission product removal systems inside containment and ECCS and decay heat removal equipment, and 2.

General area within the ten mile EPZ.

All persons planning to go on the site tour are to meet in front of the Millstone 3 Construction Office Building at the site controlled access point at 8:30 am.

The specific route will be announced at that time.

The tour is-expected to last for most of the day, but will break for lunch at some time to be determined after the tour has started.

July 21,1983 (8:30 am - 11:30 am)

Discussions will be held between the NRC staff and the applicant.

These discussions will include questions that have resulted from the staff's review of the Environmental Report and other areas of interest developed during the site tour.

Members of the public may be given an opportunity to comment if time permits.
