Dear Mr. Keppler:

On November 19, 1982, Commonwealth Edison notified your office of a deficiency reportable pursuant to 10 CFR 50.55(e) regarding structural steel installation inspection records at our Braidwood Station.

Reference (a) provided an interim report concerning this matter to fulfill the thirty (30) day reporting requirements.

This deficiency was assigned Number 82-10.

In Reference (a), we indicated our expectations for completion of the inspection program and issuance of a final report by July 1, 1983.

The purpose of this letter is to advise your office that this re-inspection work is still in progress, and to provide an updated status of our activities.

Please address any questions that you may have concerning this matter to this office.

Description ~of Deficiency Duringia Site Quality Assurance review of contractors' work procedures it'was determined.that inadequate provisions exist to

ensure bolt; torque and weld inspection for structural steel
installation."'The provisions:for performing.the structural steel installation were found to be generally adequate.

The deficiency

- involves only inspections which should have been performed by a scontractor different.from the installation contractor.-

- This deficiency 11s limited'to Newberg's'. installation.of block wall columns and miscellaneous structural steel in the w

Auxiliary Building.

A record review 'for accountability of field ~

' bolt and weld-inspection reports' identified 753 welded connections

of 2028 total and-399 bolted connections of 825 totalfwith missing

' inspection reports.

Of_these totals, 113 welded and 149 bolted-

-connections' are still : accessible for inspection.

Analysis of Safety Implications

~ Lack of independent inspection of these connections does not imply that the connections are in any way defective.

The safety implications can only be established with a case-by-case analysis of the'as-found~ conditions of individual connections.

Corrective Action Taken' All of Newberg's. accessible welded and bolted connections will be: inspected.. Bolt and weld inspection on inaccessible

-connections will be ont. a statistical basis for-those connections with missing records.

A' statistical sampling plan has been established in accordance with Military Standard 1050 for a multiple 1

sampling' method.- The acceptance-criteria.will be based on yielding ~

l a 95%. confidence /95% reliability levels..This program will verify

L nstallation'using the same procedure requirements applied during i

' initial installation.

h Status of Resolution' L

All accessible welded and bolted connections have been

re-inspected in accordance with G. K. Newberg's approved Quality l

Control. Procedure Section 31, " Erection and Inspection of Structural' L

Steel", and.have been determined _to-be, or reworked to be acceptable.: Re-inspection work is currently in progress to determine acceptability of the inaccessible connections identified R
