PURPOSE The purpose of this procedure is to describe actions by the Rad./ Chem.

Director for initiation of environmental monitoring efforts and coordination of Environs Group activities until such duties are assumed by a designated Environs Director.

PREREQUISITES

()

The Environs Group under. supervision of the Rad./ Chem. or Environs Directors will consist-of qualified individuals from Commonwealth Edison and contractors designated to assist the group. Typically, outside contractors will consist of the Radiological Monitoring Contractor, the Meteorological Monitoring Contractor and other Special Environmental Contractor personiel.

PRECAUTIONS In the event that radiation levels at or beyond the site boundary are suspected to be significantly elevated, personnel performing radiation surveys will require dosimetry such as film badges and pocket dosimeters to ascertain their accumulated radiation exposure.

E.

LIMITATIONS AND ACTIONS 1.

At the discretion of the Station Director or Rad./ Chem. Director, an Environs Group may be activated-during GSEP conditions involving a Hazardous material (including Radiological) accident suspected of affecting areas'outside of the plant facility.

Initiation of environmental sampling activities and direction

~'s of the Environs Group will be performed by the Rad./ Chem.

j Director until the Environs Director has been notified and assumes his duties.

3.

If radiation levels at the site boundary are significantly elevated, initial emphasis will be placed upon determination of off-site radiation levels and identification of areas requiring controlled access and/or evacuation.

4.

Emergency dose limits a.

For life saying actions:

75 Rem whole body 200 Rem extremities No limit thyroid b.

For less urgent actions:

25 Rem whole body 100 Rem extremities 125 Rem thyroid F.

PROCEDURE 1.

Establish a team for initiating surveys of areas outside of the Station.which are experiencing or are threatened by a Hazardous material (including Radiological) accident. This team should be dispatched to monitor confirmed releases and verify that no unmonitored releases are occurring.

2.

The Rad./ Chem. or Environs Director will direct the environmental monitoring personnel to perform the following actions as deemed i

necessary:

a.

Obtain fran the Control Room or Meteorological Tower inform-ation as to Wind Speed and Direction. Attachment A and Figure I will aid in the evaluation of downwind areas potentially affected by a release.

c b.

Dispatch teams in such a manner that they approach a suspected plume or release point from the upwind direction while continuously monitoring radiological conditions. Minimal equipment for these personnel should include air samplers and C.P.'s.

c.

Provide, if possible, alternate routes to enter and exit affected sectors in anticipation of changi weather hPROVED condi tions.

Position teams as early as practical in potentially affected sectors that may require extended travel times to reach, such as opposite sides of rivers and lakes.

e.

Establish air sampling equipment in the downwind direction in areas which are already being monitored by existing Fixed Environmental Monitoring Stations.

(See Figure 1 for suggested air sample locations.)

f-If airborne releases have not yet occurred, collect reference samples of grass and soil at or near the periphery of the station.

3.

As the Environs Group is activated and monitoring efforts are expanded, obtain.the following information as deemed appropriate:

(See Attachment B and Figure 2.)

a.

Off-site milk, airborne, surface and water contamination levels.

(1) Air, Land and Vegetation Monitoring.

~

(a) Obtain and replace particulate and iodine samples from the Fixed Environmental Monitoring a

Stations.

Initial emphasis will be in downwind areas. Locations of Dresden Environs Stations are given in Attachment B.

Grab samples for particulates and fodines will be taken at 1

~

selected locations.

Forward these samples to Dresden Station or to a laboratory designated by the Environs Director for analytical counting.

(b) Obtain soil and sludge samples and forward to Dresden or to a laboratory designated by the Environs Director.

(c) Obtain samples of crops and foodstuffs from the affected areas and forward to Dresden or to a laboratory designated by the Environs Director.-

(2) Water Monitoring.

In the event that water monitoring is required, the Envir'ons Group will assist the U.S. NRC and the Illinois Department of Nuclear Safety as follows:

(a) The total activity released to the river and/or ground will be estimated as quickly as possible.

EP!P 300-12 Revision 1 (b) Control measures will be made at Peoria and other public water intakes as required, and the Illinois Department of Nuclear Safety will be advised of l

such actions.

(c) Water sampling stations will be established as neces-sary on the Illinois River. The Coast Guard will lend assistance in collecting off-shore water samples.

(d)

In the case of a ground spill, soil, potable water and ground water samples will be taken in the surrounding area, if possible.

(e) Assistance will be provided to the State and the NR,C in the collection and analysis of samples.

j (3) Milk Monitoring.

As required, the Environs Group will assist the Illinois Department of Nuclear Safety in monitoring the local milk l

supply as follows:

(a) Milk sampling stations will be established in affected pastures and milk samples from these stations will be analyzed for 1-131.

(b) Stations showing significant levels of 1-131 will also be sampled for Sr-89, Sr-90 and Cs-137.

.3 (c) Milk samples from upwind quadrants will be spot checked for 1-131.

(d) Cattle feed and pastures grazing grass samples in affected pastures will be sampled, b.

Off-site dose equivalent rates using monit'oring instrumentation.

c.

TLD's from the Fixed Environmental Monitoring Stations for the purpose of detennining integrated radiation exposures at locations described in Attachment B.

d.

Updated Wind Speed, Direction and Temperature Differential infonnation fra the Meteorological Tower located west of the 345 XV Yard (requires a key).

e.

Control room indication of Wind Speed, Direction and 150 ft. -

35 ft. Temperature Differential located on the 0-1 Back Panel.

f.

Control room effluent monitor indications.

g.

On-site Enviror.s Station ARM readings.

Keep the Station Director and the Corporate Command Center Environmental Director infonned as to the progress of the surveys and other activi' ties of the Environs Group organization.

6.

Request, as necessary, through the Environmental Director:

a.

Assistance for road blocks and security until State personnel are available.

b.

Canmunications equi' ment as nece'ssary. Telephones, mobile -

p radios and portable radios may be required.

c.

Required tra'nsportation for personnel.

d.

Sufficient Technical and Non-Technicai personnel to expand the operation as necessary. Existing sources of technical infonnation and support include:

Turn north (left) on Route 53 and go to Elwood.
