The purpose of this proposal is to revise Item 3 of Technical Specifications, Table 4.1-1.

Currently, this item requires Nuclear Instrumentation (N.I.)

calibration whenever the heat balance measured power level differs from the N.I. measured power level by more than two(2) percentage points of full power; this item also requires N.I. calibration daily during non-steady-state operation. This revision would only require N.I. calibration whenever the heat balance measured power level exceeds the N.I. measured power level by more than two (2) percentage points of full power. That is, whenever the N.I. measured power level is greater than the heat balance measured power level, calibration of the N.I. would not be required.

The basis for this proposal is as follows: Transient data has shown that transients from high to low power always cause the N.I. to read high (a conservative error).

Thus, when the N.I. is then calibrated at low power (as currently required), the N.I. will indicate a non-conservative error when the reactor is brought back to high power. Of course, this nonconservative error is corrected with another calibration. However, this revision would eliminate the need for both calibrations.

Since this proposal involves a single issue, it is per 10 CFR 170.22, a Class III Amendment. A check for the required fee of $4,000 is enclosed.
