Management Meeting This refers to the meeting held at your corporate office on May 10, 1983 con-cerning implementation of Boston Edison Company's (BECo) Performance Improve-ment Program. This meeting was attended by yourself, other members of BECo management, and members of the NRC staff.

The topics discussed at this meeting are included in the Region I Meeting Sum-mary which is enclosed with this letter.

It is our view that these periodic meetings are mutually beneficial and provide opportunity for discussion of the various aspects of the ongoing BECo Performance Improvement Program.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed Meeting Summary will be placed in the NRC's Public Document Room.

Progress Report on Implementation of Performance Improvement Program (PIP)

Summary of Meeting with BECo on May 10, 1983 On May 10, 1983, the Chairman of the Board and other members of BECo management met with the NRC staff (attendees listed in Appendix A to this summary) at the BECo corporate office in Boston, Massachusetts, to discuss the status of BECo's PIP (Revision 2, submitted on February 28, 1983) that is being implemented as a result of the NRC order issued to BECo on January 18, 1982.

The meeting opened with a discussion of general information items, including the status of milestone completion (as of May, 1983, 13 individual milestones remain out of a total of 126). The NRC indicated that during the next meeting, a discussion should be held concerning the effectiveness of changes resulting from these efforts.

A status of each of the eight March, 1983 milestones was presented by the li-censee.

Following a discussion of organization changes, the NRC requested ex-pansion on improvements in communications.

deco provided details of their ac-tions which include the following items:

continued retention of MAC as an in-dependent appraisor and quarterly meetings with the Nuclear Review Group and the Board of Directors; monthly meetings between the onsite Director of Nuclear Operations Review, the Senior Vice President, and the Chairman of the Board; periodic meetings between the Nuclear Vice Presidents and first-line supervi-sors; bi-weekly meetings between all group leaders; weekly meetings between the Vice Presidents and department managers; and, daily conference calls be-tween the station and engineering offices in Braintree, MA.

In addition, the Chairman of the Board meets monthly with one department manager and his group leaders on a rotation basis.

A discussion of a March, 1983 milestone regarding improvements in the preven-tive maintenance program resulted in expansion to BECo's method of controlling and updating vendor supplied information.

BECo provided a description of planned improvements in this area.

BEco briefly stated that the four April, 1983 milestones had been completed.

These items will be reviewed in more depth during routine facility inspec-tions.

The licensee then provided a clarification of the on-site engineering func-tion. BECo had previously indicated plans to establish an on-site engineering group reporting to the Nuclear Engineering Manager in Braintree, MA. These plans have been cancelled for three reasons:

1) communications between the station and corporate office (daily telephone conference calls and periodic

2 group leader meetings) have improved markedly, 2) the Station Manager's Tech-nical Group has been filled by twelve people, and 3) the station has author-ization (and has recently implemented) to activate and control the release of an Engineering Department task force to assist in resolution of plant events requiring immediate attention. The alternative plans were found acceptable to the NRC.

The NRC requested that BECo provide a justification for allowing the design document and procedure update process to extend to October, 1984. The Direc-tor of Nuclear Operations Review and Chairman of the off-site Review Committee (NSRAC) stated that this issue had been reviewed by the NSRAC committee and it was concluded that there is no safety concern.

The basis for this conclusion is documented in NSRAC meeting minutes and includes the results of modification packages reviewed by the engineering department, safety system walkdowns done prior to startup in March, 1982, and an indepth Q.A. audit of the HPCI system performed in December, 1982. The Vice President-Engineering and QA presented a status report on progress to date and the high corporate priority being placed on completing this milestone. The NRC concluded that an October, 1984 comple-tion date was acceptable.

The licensee then provided the NRC with the findings of a consultant who re-viewed BECo's responses to a sampling of NRC IE Bulletins (IEB).

(At the NRC's request the day following this meeting, the licensee agreed to expand the scope of this review to include verification of licensee commitments in five addi-tional Bulletins, IEB Nos. 79-07, 80-06, 80-07, 80-10, and 80-15.) The NRC requested that an addtional status report be provided during the next PIP meeting.

The NRC stated that the licensee's February 28, 1983 PIP, Revision 2, submittal had been reviewed, that it appeared acceptable, and that formal NRC written ap-proval would be issued in the near future.

The meeting concluded with a tentative decision to hold the next PIP management meeting in about three months at the Pilgrim site.
