Dear Mr. Denton:
On May 27, 1983, the Washington Public Power Supply System implementec a slowdown of constructior, on Project No. 3 for a period of 30 days. The reason for this action is that construction funds are nearly exhausted and the Supply System has been unable to secure financing from the municipal bond market necessary to continue construction. During the 30 day slowdown period, the Supply System will attempt to obtain alternate sources of financing.
If successful, construction will be restarted with no change in the project completion schedule; if not, further construction delays will be necessary.
In the eventuality that near term financing is unavailable, detailed plans are being developed for a possible 3 year extension of the WNP-3 scheduled completion date.
Activities essential to preservation of the physical plant and maintaining the Construction Permit will be continued throughtout all periods of construction delay. The Supply System and Bonneville Power Administration remain firmly committed to protection of the regions investment in this plant and to the completion of the WNP-3 facility on a schedule consistent with regional power needs.
