Dear Mr. Denton:

On February 22, 1983 the NRC issued the Safety Evaluation Report for the Catawba Nuclear Station. Section 9.5.3 discusses the lighting systems, including the following discussion of Open Item 15:

"The FSAR describes those vital areas illuminated by the emergency lighting systems that may be manned during accident and transient conditions.

Certain specific areas (i.e., control room annex, electrical penetration room, cable room, etc.) and certain general areas (i.e., pump and tank room areas) are illuminated by only one emergency system, either the emergency AC lighting or the 8-hour battery packs. The emergency AC lighting system is powered from the diesel generators, but must be manually reconnected in the event of a LOCA or on any accident following a loss of site power. Assuming a failure or non-availability of one of these lighting systems certain vital areas of the plant necessary for safe shutdown would be without lighting for extended periods of time during and/or after an accident. The staff finds this unacceptable.

For those vital areas specified in the FSAR as having only one emergency lighting system, the staff requires that additional and adequate lighting be provided so that vital operations during an accident can be accomplished.

The general areas also shall be specifically identified as well as all lighting in that area. For those areas where only DC lighting is provided, the additional lighting could be supplied from the AC emergency lighting system, installation of self-contained battery units, or from portable lighting units."

This SER description does not accurately reflect the emergency lighting systems at Catawba. As described in Section 9.5.3.2 of the Catawba FSAR, the emergency lighting systems are designed to assure that adequate lighting is provided in all vital areas of the plant that may be manned during accident and transient conditions, including essential access routes to these areas. The areas identified in SER Section 9.5.3 as having only one emergency lighting system are not manned during accident or transient conditions.

'The Catawba Control Room is provided with four independent lighting systems:

Normal AC, Emergency DC Deadlights, Emergency AC (Train A and B) and 8-hour Battery Packs. All areas of the plant that are potentially manned during accident or transient conditions with respect to the Auxiliary Shutdown Complex (with the exception of the Instrument Air Compressors which are provided with three lighting systems: Normal AC, Emergency DC Deadlights and 8-hour Battery Packs) are again provided with four independent lighting systems: Normal AC, Emergency DC Deadlights, Emergency AC (Train A and B) and 8-hour Battery Packs.

A detailed listing of these areas is provided in the attached FSAR Table 9.5.2-2.

It is concluded that the emergency lighting $ystems for Catawba meet all regulatory requirements. It is therefore requested that SER Section 9.5.3 be revised in a future supplement to accurately reflect the design of the emergency lighting systems at Catawba and that the emergency lighting portion of Open Item 15 be closed based on the foregoing discussion.
