Dear Mr. Garrity:

SUBJECT:

PROPOSED TECHNICAL SPECIFICATION ON PURGE AND VENT SYSTEM OPERATION.

We have reviewed the Technical Specification (T.S.) changes proposed by your letter dated October 7,1982 related to the operation of the purge and vent system.

The T. S. change proposal reviewed by the staff pertains to the periodic leak test interval of the purge and vent valves.

In our letter dated May 21, 1982 the staff recommended a 3-month test interval for the Maine Yankee purge valves, since the valves are used during normal operation.

You proposed instead to leak test these valves after each use of the purge system. Since the purge system is normally used only when the plant is being shutdown for refueling or repairs, the interval between tests would most likely be greater than 3 months. You also stated that the continuous leak rate system, used to monitor containment leakage during normal operation, would provide additional assurance that the purge valve i

resilient seats are not excessively degraded. However, the lower pres-sure (3 psig) used to monitor containment leakage may not be sufficient to detect seat deterioration that could cause excessive leakage at the

'i high pressure associated with a LOCA.

Therefore, we find your proposed leak test interval to be unacceptable.

Alternatively, the staff would find acceptable a test program whereby the purge valves would be leak tested after each use of the purge system, with a maximum interval of 6 months between leak tests. This approach would be acceptable to the staff because the purge valves are used in-frequently and could be considered to be in a,cassive state between purge operations. Therefore, the 6-month tan interval for passive valves, with the added provision that the valves be leak tested after each use, is an acceptable compromise to the 3-month test interval for active valves.

If you accept our alternative proposal, we will find technical specifications reflecting this change concerning the purge system operation to be acceptable.
