Background:
All plants / licensees listed above have made use of the
" energy balance technique" and/or " arching theory" in response to IEB 80-11, " Masonry Wall Design." Those plants referencing these techniques and their respective A/Es are identified in Attachments 1 and 2.
Technical reports on the applicability of these techniques to masonry wall construction are attached for information.
See Attachments 3 and 4.
The NRC s'taff and its consultants have reviewed these techniques and have concluded that they must be substantiated by appropriate testing in order to be accepted by NRC.
This approach of conducting relevant testing to confirm design adequacy for masonry construction has been previously adopted in masonry wall evaluations for Trojan, San Onofre 1, and Clinton 1.
PURPOSE OF MEETING:
The purpose of the meeting is to encourage the formation of an owners group to conduct appropriate testing which is needed to substantiate the validity of these techniques so that masonry wall evaluations for the identified plants can be concluded.
17 licensees (involving 29 plants) have used one or both of these analytical techniques. Substan-tial progress in resolving masonry wall design issues would result.
NRC/FRC and consultants will explain why these techniques cannot be accepted without further substantiation, and also discuss generally the types of tests needed.
Licensees would be able to explore commonality or uniqueness of design involved in the masonry construction of affected plants.
The meeting room has been reserved all day and will be available for licensees' use following the NRC presentation if desired.
