AFFIDAVIT OF ROBERT G. TAYLOR I, Robert G. Taylor, being duly sworn, do depose and state:

Q.1. By whom are you employed and what is the nature of the work you perform?

A.1. I am the NRC Resident Reactor Inspector at the Comanche Peak Steam Electric Station, Glen Rose, Texas. A statement of my professional qualifications has been admitted into evidence in this proceeding as NRC Staff Exhibit 9.

Q.2. What is the nature of the responsibilities you have had regarding Comanche Peak?

A.2. I have been the NRC resident reactor inspector since 1978. During that time, I have had responsibility for coordinating all safety-related inspection efforts by the NRC Region at the site.

In addition, I maintain a field office, develop and recommend enforce-ment action, and act as a liaison with regional, state, and local agencies.

Q.3. What is the subject of matter of your affidavit?

A.3. I will address the question posed by Dr. McCollom during the April 7,1983 conference call between the Atomic Safety and Licensing Board and the parties concerning the use of superstrut material at Comanche Peak. Specifically, Dr. McCollom noted that in Board Notification 83-14, "there is an implication, mainly by omission, that superstrut material was not used at Comance Peak, yet the NRC Staff response indicates that both superstrut and a similar unistrut product was used at Comanche Peak.

I would like to see some resolution as to what the situation actually is."

Q.4. Is superstrut or unistrut material used at Comanche Peak?

A.4. Yes.

Q.5. How is it being used?

A.5. It is used for the support of electrical conduits and instrument sensing tubing.

The above statements are true and correct to the best of my personal knowledge and belief.
