REGARDING ANALYSIS OF PIPE CLAMPS DESIGNATED IN BOARD NOTIFICATION 82-105 I, John C. Finneran, Jr. , being first duly sworn, do depose and state as follows: I am employed by Texas Utilities Services, Inc., as Pipe Support Engineer for Comanche Peak. As such, I am familiar with Applicants' response to Board Notification 82-105 regarding certain pipe clamps employed on ASME Code Class I piping. A statement of my professional qualifications was admitted into evidence in this proceeding as Applicants' Exhibit 142B. This affidavit provides information in response to the Board's inquiries regarding Board Notification 82-105 and Applicants' evaluation of the subject pipe clamps used at Comanche Peak.

4 ANALYSIS OF BOARD NOTIFICATION 82-105 REGARDING PIPE CLAMPS AT COMANCHE PEAK .

Board Notification ("BN")82-105, " Alleged Design Defici-encies" (November 24, 1982) concerns an alleged design deficiency in certain pipe clamps used on ASME Code Class I piping.

Specifically, that allegation involved the consideration of local pipe wall stresses, due to support loads introduced by those pipe clamps. The Board has inquired as to whether these pipe clamps have been installed at Comanche Peak, and if so, how they are evaluated.1 Although BN 82-105 did not specify the particular clamps of concern, the NRC has indicated to Applicants that they have determined that the clamps are specially designed " stiff" pipe clamps supplied by, among others, Western Piping & Engineering Company. Applicants have reviewed their pipe clamp designs and have determined that only three such clamps have been utilized on Class I piping at Comanche Peak. These clamps are all on a 12-inch line in the Residual Heat Removal System. To assure that the stresses which were of concern in BN 82-105 have been addressed, Applicants are reviewing the stresses imposed by those clamps, independent of any analysis performed by the manufacturer.
