TESTIMONY OF ANTONIO VEGA REGARDING APPLICANTS' RESPONSE TO CAT REPORT

01. Mr. Vega, please state your full name, business address, position and education, and professional qualifications.

Al. (Vega) My name is Antonio Vega. My business address is 2001 Bryan Tower, Dallas, Texas 75201. I am Supervisor of Quality Assurance Services for Texas Utilities Generating Company ("TUGCO"). I have previously testified in this proceeding and a copy of my educational and professional qualifications was received into evidence at Tr. 511.

i l A2. (Vega) Yes. I have reviewed that document in detail.

Q3. Are you familiar with the actions taken to date by Applicants in response to the CAT Report?

A3. (Vega) Yes. While all details of Applicants' response to the entire CAT Report have not been finalized at this time, several measures have already been instituted in the most important areas.

Q4. Please briefly describe the procedural changes made attthe Comanche Peak site in these areas.

A4. (Vega) Several procedural changes have been made at the Comanche Peak site in view of the CAT Report.

Bahnson Service Company, the HVAC contractor on site, has modified and updated its duct inspection procedures and duct support inspection procedures. In addition, the QA procedures of Bahnson and the other two contractors on site with their own QA organizations have been modified to facilitate interface with the TUGCO start-up organization. This will ad._ure that systems which have been turned over to the start-up organization for testing and final adjustments are restored and reinspected by Bahnson to verify com-pliance with design documents.

QS. Have additional actions been taken relevant to the CAT Report?

. A5. (Vega) Yes, the following additional changes have been made. First, Bahnson has replaced its QA engineer with a QA manager to direct the Bahnson QA organization on site. Second, Bahnson has assigned an additional Level III QA engineer to its activities at Comanche

Peak. Third, TUGCO QA will audit Bahnson quarterly at least until corrective actions have been implemented and verified. Fourth, TUGCO QA has ascigned certified welding inspectors to audits of contractors where TUGCO QA does not perform release inspections or where TUGCO does not supervise the QC organization of the contractor. This change reflects a reemphasis by TUGCO QA on hardware inspection.
