SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.33 TO FACILITY OPERATING LICENSE NO. NPF-62 CLINTON POWER STATION, UNIT NO. 1 ILL1H01$ POWER COMPANY, ET AL.

1.0 INTRODUCTION
Py letter dated February 5,1988, the Illinois Power Company (IP), et al. (the licensees) reauested an amendment to Fecility Operating License No NPF-62 for the Clinton Power Station Unit 1.
The proposed amendment would add a note to item 14 on Technical Specification Table 3.3.7.5-1 to allow inoperability of primary containment isolation valve position indication when the valve / valve operefor is electrically deactivated in the isolated position.
2.0 EVALUATION At Clinton, the operability of the Containment Isolation Yalves (C1Vs) is governed by Technical Specification (TS) Section 3.6.4.
That TS specifies the deactivation of a CIV in the isolated position as one method of providing accepteble containment isolation for a given penetration. When this action is taken and a motor-operated CIV is electronically deactivated, its breaker is usually switched to the "0FF" position. Consequently, power is lost to the position indication circuit and all position indication in the main control room is lost. The operability of the instruments that provide the position indication of the CIVs is governed separately in TS Section 3.3.7.5 " Accident Monitoring Instrumentation." That TS, however, currently makes no provision for the loss of indication that occurs when the valve is electrically deactivated in the isolated position. The current ACTION requires a plant shutdown after 7 days if all position indication to a primary CIV is lost.
The intent of TS 3.3.7.5, with regard to CIV position indication, is to ensure that indication is available in the main control room to enable control room operators to assess containment integrity. This intent can be satisfied if the affected valve (s) are placed in the isolated position prior to being deactivated, as required by TS 3.6.4, and if appropriate administrative controls are in place to ensure that the control room operators can determine the valve's position if needed.
TS 3.6.4 also allows a CIV that has been closed to assure containment isolation to be reopened on an intermittent basis under administrative controls. These same administrative controls could be used to assure that control room operators can determine the valve's position.

3.0 ENVIRONMENTAL CONSIDERATION
Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and finding of no significant impact has been prepared and published (55 FR 11072) in the Federal Register on March 26, 1990. Accordingly, based upon the environ-mental assessment, the Commission has determined that the issuance of this amendment will not have a significant effect on the quality of the human environment and that no environmental impact statement need be prepared.
4.0 CONCLUSION
The proposed change to Technical Specification Table 3.3.7.5-1 to add a note allowing inoperability of primary containment isolation valve position indication when the valve / valve operator is electrically deactivated in the isolated position is acceptable. The note is consistent with the operation of the CIV allowed by the TS and provides adequate assurance that control room operators will be able to determine CIV position if reouired.
The Commission has issued a Notice of Consideration of Issuance of Amendment to Facility Operating License and Opportunity for Hearing which was published in the Federal Register (53 FR 19359) on May 27, 1988. No petition to intervene or request for hearing has been filed on this action.
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and the security nor to the health and safety of the public.
