Gentlemen:

This' refers to the routine safeguards inspection and allegation review conducted

by Messrs. J. L Belanger and J. R. Kniceley of this office between February 26

and March 2, 1990, of' activities at Byron Nuclear; Station, Units l'and 2,

authorized by Licenses No. NPF-37 and No. NPF-66 and to the discussion of

our findings with Mr. R. Pleniewicz and other members of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a, selective

examination of procedures and representative records, observations', and

. interviews with personnel.

During this inspection, certain of your activities appeared 'to 'be in violation.

of NRC requirements, as specified in the enclosed! Notice. 'The71nspection'showed

that actions had been taken to correct'the' identified violation and to prevent-

recurrence. Our understanding of'your corrective actions is described >in

Paragraph 5.a of,the enclosed inspection report.

Consequently, no reply to the

violation is required and we have no further questions regarding this matter at -

this time.

Sections S.b(2) a'nd 5.c of the report details' describe some v,ulnerabilities

in your ingress search equipment and an. adverse' trend noted .regarding

'the CCTV system.
